About the Role

Armada is seeking a Senior Manager, Global Mobility & Immigration to build, lead, and operationalize our global mobility function during a period of rapid international expansion. This senior individual contributor will own the end-to-end strategy and execution of immigration, mobility, and travel compliance across multiple jurisdictions.
This role goes beyond case management. It is responsible for establishing the decision frameworks, governance models, and risk guardrails that enable Armada to hire, relocate, deploy, and support talent globally in a compliant and scalable manner. You will help ensure immigration and labor considerations are integrated into business planning from the outset.
As a strategic partner to People, Legal, Finance, and executive leadership, you will provide structured guidance on regulatory risk, operational feasibility, and compliance implications related to global mobility. You will bring clarity to complex cross-border decisions, balancing speed and growth with responsible risk management, and ensuring that international workforce movements align with applicable laws and operational priorities.

Location. Bellevue, WA (4 days a week) preferred.

Main responsibilities:

Global Mobility & Immigration Strategy
  • Develop and implement a scalable global mobility and immigration framework aligned with company growth plans.
  • Establish structured criteria to assess country readiness for hiring, relocation, and deployment as it pertains to visa and work permits.
  • Provide guidance to internal stakeholders on feasibility, timelines, and compliance considerations related to cross-border movement.
  • Monitor and interpret regulatory changes across active and prospective countries of operation.
Work Authorization & Immigration Programs
  • Oversee global work authorization processes across multiple jurisdictions.
  • Partner with Legal and external counsel to ensure compliance with immigration laws and right-to-work requirements.
  • Implement standardized tracking systems for sponsorship, renewals, and documentation management.
  • Serve as escalation point for complex or high-risk immigration scenarios.
Travel Visa & Business Travel Compliance
  • Develop and maintain policies governing international business travel and short-term work activities.
  • Assess visa requirements for employees traveling internationally for customer engagements, projects, or operational needs.
  • Establish approval protocols and documentation standards to mitigate risks related to unauthorized work, overstays, or improper visa usage.
  • Collaborate with Travel, Finance, and Legal to embed travel visa compliance into travel booking and approval workflows.
  • Provide guidance to business leaders on permissible activities under business visitor status versus work visa requirements.
Global Relocation & Assignment Programs
  • Develop and manage structured relocation and assignment policies.
  • Ensure consistent documentation and audit-ready processes.
  • Provide guidance on cross-border movement while balancing compliance, employee experience, and operational requirements.
Vendor Management & Oversight
  • Manage relationships with immigration counsel, EOR providers, and relocation vendors.
  • Establish performance expectations and accountability standards.
  • Review vendor costs and service delivery for alignment with business needs.
Reporting & Governance
  • Develop reporting mechanisms that provide visibility into immigration timelines, compliance exposure, and program performance.
  • Provide structured updates to leadership regarding global mobility readiness and risk considerations.
  • Maintain documentation and processes that support internal governance and audit requirements.

Qualifications:

  • 8+ years of experience in global mobility, immigration, or related workforce compliance functions.
  • Demonstrated experience designing or scaling mobility programs across multiple countries.
  • Experience supporting immigration processes in multiple regions, including Europe, APAC, or the Middle East.
  • Strong working knowledge of cross-border compliance risks and documentation standards.
  • Ability to operate independently and provide structured guidance in evolving environments.
  • Excellent communication and stakeholder management skills.

Preferred Qualifications:

  • Experience in high-growth or globally distributed organizations.
  • Experience working with Employer of Record (EOR) providers.
  • Familiarity with mobility reporting tools or HRIS platforms.
  • Professional certifications related to global mobility.
  • Strong analytical skills and experience developing reporting frameworks.

Compensation & Benefits

For U.S. Based candidates: To ensure fairness and transparency, the starting base salary range for this role for candidates in the U.S. are listed, varying based on location experience, skills, and qualifications. In addition to base salary, this role will also be offered equity and subsidized benefits (details available upon request).
