The Director of Government Programs is responsible for developing and managing multiple programs and business development opportunities within the Government (MA, Part-D, Dual Eligibles, SNP, Medicaid, etc.) segments of Pager’s Health Plan clients. This role will be responsible for identifying and leading new business strategies and initiatives to meet the needs of our clients and their members. These strategies will impact Government Programs product planning and development, new business ventures, and market expansion. This is also a client-facing role that will partner with clients at various levels, including C-suite executives. This role will report to our VP of Strategy and Business Development.

Primary Responsibilities:

  • Defines and owns execution of Pager’s STARs strategy inclusive of HEDIS, Part D and CAHPS
  • Collaborates with Product, Sales, Marketing and Operations to develop and launch new STARs/CAHPS improvement Solutions and Programs on the Pager platform with our clients
  • Supports the design, development and negotiation of performance based and value based contracts for Pager in the Medicare Advantage segment
  • Establishes strong, collaborative relationships with clients in support of all Quality (HEDIS), member satisfaction and affordability / cost management goals
  • Is a key face to the market to external channels in the Medicare segment - attending conferences, client meetings and other industry forums as a subject matter expert
  • Partners with other internal and external stakeholders as needed to drive the effectiveness of Pager’s Government programs

Required Qualifications:

  • Bachelor's degree in business management, marketing, economics, health policy, public policy, nursing or related field or equivalent experience; Advanced degree preferred
  • 8+ years of experience in a health care / managed care organization with demonstrated track record of increasing responsibility and accountability
  • In-depth experience with health care payers / networks, CMS STAR ratings, HEDIS measures, Part D, clinical quality and reporting, care management, utilization management
  • Experience in Medicare and Medicaid contracting including demonstration of contracting with health plan C-suite executives and/or government leaders
  • Experience with MA and/or State Medicaid filing of bids and creation of benefit packages that will lead to double digit growth and high member NPS scores

For Colorado, Nevada, and New York-based employment: In accordance with the Pay Transparency laws the pay range for this position is $135,000 to $185,000 plus bonus eligibility. The compensation package may include stock options, plus a range of medical, dental, vision, financial, generous PTO, stipends for professional development, and wellness benefits. Final compensation for this role will be determined by various factors such as a candidate's relevant work experience, skills, certifications, and geographic location. The range listed only applies to Colorado, Nevada, and New York.
