About the Role

The Senior Manager, People Operations will serve as a senior leader within the People function, responsible for designing and executing people strategies that enable Pager to achieve its business objectives. This role combines strategic leadership with a deep technical expertise in HR systems and compliance. The Director will lead a high-performing People Operations team to deliver scalable processes, innovative programs, and an exceptional employee experience across the organization.

RESPONSIBILITIES:

  • Strategic Leadership: Partner with the CPO and senior leadership to shape and execute people strategies that align with organizational goals and values. Provide thought leadership on workforce planning, organizational design, and cultural initiatives.
  • Operational Excellence: Oversee all aspects of People Operations including HRIS, compliance, and policy development. Ensure operational efficiency and continuous improvement of HR processes.
  • Compliance and Risk Management: Maintain expert-level knowledge of employment laws and regulations at federal, state, and local levels. Partner with legal counsel on complex issues, ensuring organizational compliance and mitigating risks.
  • Benefits Strategy & Administration: Lead the strategy, design, and administration of comprehensive employee benefits programs including health, dental, vision, life insurance, disability, wellness, and retirement plans. Ensure compliance with ERISA, ACA, COBRA, and other regulations. Manage annual Open Enrollment process from system setup to employee support, oversee 401(k) plan administration and audits, and evaluate benefits offerings to ensure competitiveness in the market. Partner with Finance and third-party vendors to optimize benefits costs while maintaining a strong employee value proposition.
  • HR Technology & Analytics: Lead optimization of HRIS systems (e.g., Dayforce) to ensure data accuracy, automation, and actionable insights. Leverage analytics to drive data-informed decision-making and measure people initiatives. Lead future HRIS implementations as needed.
  • Employee Experience: Champion a culture of inclusion, engagement, and belonging. Drive initiatives that enhance the employee lifecycle from onboarding through offboarding.
  • Team Leadership: Manage, mentor, and develop a team of People Operations professionals, fostering a collaborative and high-performance culture.
  • Learning & Development: Partner with leadership to design and implement scalable programs that build leadership capabilities, strengthen employee skills, and support ongoing career growth and development.

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred.
  • SHRM certification a plus,
  • Minimum 10+ years of progressive HR/People Operations experience, with at least 5 years in senior management or director-level leadership.
  • Proven expertise in HR compliance, benefits administration, HR technology, and process optimization.
  • Demonstrated ability to lead organizational change, drive cultural initiatives, and build inclusive workplaces.
  • Skilled in influencing senior leaders and building cross-functional partnerships.
  • Proficiency in HRIS platforms (Ceridian Dayforce preferred) and data analysis tools.
  • Experience designing, implementing, and measuring Learning & Development programs that drive leadership growth and employee skill development.
  • Exceptional communication, problem-solving, and decision-making skills.

For Colorado, Nevada, New York, and Washington DC-based employment: In accordance with the Pay Transparency laws the pay range for this position is $1350,000-150,000. The compensation package may include stock options, plus a range of medical, dental, vision, financial, generous PTO, stipends for professional development, and wellness benefits. Final compensation for this role will be determined by various factors such as a candidate's relevant work experience, skills, certifications, and geographic location. The range listed only applies to Colorado, Nevada, New York, and Washington DC.
